Unreadable Paypal Response
By Michael C.
Help, how can I get my refund from Paypal? The seller has refunded me 2500USD 13 days ago. Paypal told me that it has been done, but there is no money in my account! There is no money on my Credit card either! Damn paypal, the only response they send to me is "unreadable. Here are the details, and can anyone tell me what they want to say in the email?
Dear Michael C,
Unfortunately, we are temporarily unable to process your merchandise dispute at this time. You will be promptly notified via email at the time you are able to file your dispute. Please note that merchandise disputes may only be filed by you through the PayPal website for security reasons. Therefore, you will not be able to expedite the process via phone. Please accept our apologies, as we value your continued business with PayPal. We appreciate your cooperation and understanding in this matter.
Dear Paypal,
Your suggestion didn't help me fix the problem. The problem I have is, the seller's refund is sent 12 days ago, but I haven't received it, and the refund pending is shown on my Paypal account for 12 DAYS!!! It's a $2600 USD Camera, and who's keeping the money now? I'm very worried. Please look into my account and the seller's account, and find out why the refund is pending!
The seller told me that he has enough money in the bank, and he showed me that the refund is done and transfered from his account. PLEASE READ AND HELP ME ASAP. I NEVER EXPECTED SUCH A SLOW TRANSFER SERVICE FROM PAYPAL. IT'S EVEN SLOWER THAN ANY REAL BANK ON THE EARTH.
Thanks!
Michael

Dear Zheng Che,
Thank you for contacting PayPal. If you and your seller are unable to resolve a dispute, you can escalate the dispute to a PayPal claim. By escalating your dispute to a claim, you are asking PayPal to review the case and decide the outcome. To escalate a dispute to a PayPal claim, follow the instructions below:
1. Log in to your account at https://www.paypal.com/
2. Select the "Resolution Center" subtab.
3. Click "Open Cases" in the drop down menu and select the dispute you wish to escalate.
4. Click "View" under the Action column.
5. In the "Close or Escalate" box, select the radio button that will escalate the dispute to a claim.
6. Click "Continue."
7. Complete the "End Communication and Escalate to a Claim with PayPal" form.
8. Click "Escalate to a Claim."
Disputes can be escalated to a claim any time within 20 days of the date the dispute was opened. If a dispute is not escalated to a claim within 20 days, it is closed automatically. Closed disputes cannot be re-opened or escalated to a claim. When the 20 day deadline is approaching, we will remind you by email and on the "Dispute Details" page.
For eligible eBay transactions, disputes that have been escalated to a claim, PayPal will automatically apply eBay's Standard Purchase Protection Program. A separate eBay claim is not needed. eBay's Standard Purchase Protection Program reimburses buyers for eligible transactions where an item was purchased on eBay and either not received or was received but significantly not as described.
After the eBay's Standard Purchase Protection claim has been resolved and if you are eligible for a
reimbursement, eBay will deduct $25 to cover processing costs. You'll be reimbursed up to a maximum of $200 USD (less $25 USD to cover processing costs). Multiple Item Auctions (Dutch Auctions) are covered as a single transaction.
For detailed information about the eBay Standard Purchase Protection Program, please go to http://pages.ebay.com/help/tp/esppp-process.html
Please let me know if you need further assistance.
Sincerely,
Pamela
